Hello,
is there any way to use flic without having to have iOS app running on my phone or tablet?
Does the Flic Hub solve this issue (if I have Flic Hub then can I turn off my smartphone and/or tablet with flic app and will the buttons still work?)

Yes, after initial setup of hub using phone, you don't need the phone.
